Decisions taken in the meeting of Chhattisgarh Council of Ministers

  Raipur,Feb 2. Chief Minister Mr. Bhupesh Baghel chaired the Cabinet Meeting at his residence office. Following important decisions were taken in the meeting  In order to promote entrepreneurship among other backward classes, the draft of amendment in the Industrial Policy 2019-24 of Chhattisgarh State was approved. 

As per the proposed amendment, 10 percent plots will be reserved in industrial areas for the people belonging to OBC section. These reserved plots will be provided to the beneficiaries at the rate of 10 percent of the land premium rate and at the rate of one percent land rent. In view of the requirement of large quantity of jute bags for paddy procurement in the state, Cabinet has decided to give special investment incentive package for "Jute Bag Manufacturing Project" under State's Industrial Policy 2019-24.
  
To encourage the establishment of large, mega and ultra mega industries in the state, Cabinet has decided to provide a special incentive package for "Electric Vehicle and Lithium Ion Batteries Sector" under the state's Industrial Policy 2019-24.
 Under Kaushalya Matritva Yojna, Cabinet has granted permission to indentify the eligible beneficiaries in the socio-economic census and to provide them one-time financial aid of Rs. 5000 on the birth of second girl child.
 Cabinet has approved the decision to procure Kodo, Kutki and Ragi at minimum support price through Primary Forest Produce Cooperative Society. As per Cabinet's decision, under the fifth schedule, only the local residents of Bastar and Sarguja divisions would be eligible for recruitment on the vacancies of Grade III and Grade IV posts at district and division level in the said divisions, and this decision will be enforced till 31st December 2023.
    Cabinet has decided to increase the rebate on guideline rates of the properties of Municipal Corporations and their investment areas by 10%, i.e. now 40% rebate would be provided on guideline rates instead of 30%. Likewise, Cabinet has also decided to increase the rate of registration fee from 4 percent to 5 percent in the aforementioned areas. This rebate and hike will be effective from the date of issue of the departmental notification till March 31, 2022.

With the aim to unite and channelize the youth power of Chhattisgarh state and to take the social, cultural, sports activities as well as the government schemes of the state to the people, Cabinet has decided to commence Rajiv Yuva Mitan Club scheme. Under Pradhan Mantri Awas Yojana (Rural), Chhattisgarh Rural Housing Corporation Limited has been granted the loan of Rs.762.81 crore from the State’s share as the government guarantee for the financial year 2019-20.
  The draft of amendment in the Chhattisgarh Unauthorized Development Regularization Ordinance-2022 and Chhattisgarh Unauthorized Development Regularization Rules-2002 was approved. Draft of the amendment in Chhattisgarh Transport (Forest Produce) Rules-2001 was approved. As per the amendment, 32 types of wood and firewood have been exempted from the mandate of transport permit under Chief Minister's Plantation Promotion Scheme, based on the recommendation of the Interdepartmental Committee. This decision has been taken to simplify the process of felling and transportation of trees located in the private sector.
To promote the higher divisional registration clerk and record keepers to the post of Deputy Registrar, cabinet has decided to give relaxation of 3 years in the upcoming promotions, (January 1, 2022 onwards). The proposal for revision in the table of registration fees under the Commercial Taxes Department was approved.

 Cabinet has decided to take cess amount for the financial funding of Chhattisgarh Employment Mission and Rajiv Yuva Mitan Club Scheme. Under this scheme, the amount of cess will be charged on the transfer of vacant land and land for agricultural purpose, which is taken by way of sale, gift or lease of 30 years or more or as mortgage.
 The proposal to amend the structure of Special Purpose Vehicle (SPV) Raipur Smart City Limited and Bilaspur Smart City Limited constituted under Smart City Mission was approved. Under which, Commissioner Municipal Corporation has been appointed as the Director of the Board of Directors of the Special Purpose Vehicle, whereas decision has been taken to appoint Managing Director cum Chief Executive Officer in Raipur Smart City Limited and Bilaspur Smart City Limited from the General Administration Department.
•    To encourage plantation in Chhattisgarh state, draft concerning the amendment in previous rules for felling of trees in private sector under Chief Minister Plantation Promotion Scheme was approved.
