Jaipur, 09 November. Chief Minister Mr Ashok Gehlot chaired the State Cabinet Meeting at the Chief Minister's residence on Wednesday. Major decisions including ensuring availability of water for irrigation and drinking water from ERCP in 13 districts, providing reservation-related exemption in recruitment, to boost the morale of sportspersons and increasing the job opportunities by promoting industrial investment in Jaisalmer were taken in the meeting.
The Cabinet has taken an important decision to take forward the Eastern Rajasthan Canal Project. As per the proposal, the unutilized land owned by Water Resources Department/CAD/IGND/SWRPD and other properties related to such land will be transferred to the ERCP Corporation at no cost. Also, to bolster the finances of the corporation, 100 percent of the income received from the management / sale / lease / other use of the transferred land will be used for various works of the corporation. ERCP is a crucial project for drinking water as well as irrigation for 13 districts (Jhalawar, Baran, Kota, Bundi, Sawai Madhopur, Karauli, Dholpur, Bharatpur, Dausa, Alwar, Jaipur, Ajmer and Tonk) of the state.
The Cabinet has approved the New Rajasthan Startup Policy 2022. This policy will benefit various startups, entrepreneurial students, rural startups and institutional incubation centers. Also, the state will witness more opportunities for investment and employment generation, besides major boost to industrial development. It is to be noted that in the budget session 2020-21, an announcement was made to implement the policy to promote the iStart program.
The Cabinet has also approved the proposed amendment in Compassionate Appointment Rules, 2002. This will benefit the dependents of Battle Casualty, Physical Casualty or Permanently Disabled Armed Forces Service Personnel and Dependents of Para Military (BSF, CRPF, CISF, ITBP, Coast Guard) Personnel. As a result of this approval, appointments can be given to the dependent members of a martyr and permanently disabled personnel of the said services, on posts up to pay level 10.
The Cabinet also approved a proposal to amend the Rajasthan Civil Services (Revised Pay) Rules, 2017, in the interest of the employees. Under the Rule 17 of the Rajasthan Civil Services (Classification Control and Appeal) Rules, 1958, the resultant effect in the ACP is being abolished in the cases of minor penalties on the serving personnel.
The Cabinet has
amended the Rajasthan Integrated Child Development (State and Subordinate)
Services Rules, 1998. With this, candidates belonging to the most backward
classes and economically weaker sections will also get relaxation in the upper
age limit similar to the reserved category for the post of supervisor. There is
a provision of relaxation of 10 years in upper age limit for direct recruitment
from Anganwadi worker to the post of supervisor in Women and Child Development
Department. There is also an additional relaxation of 5 years for reserved
category candidates. Now, this relaxation will be available to other reserved
categories as well as candidates belonging to most backward and economically
weaker sections.
The Cabinet has
approved the proposal to give benefit of reservation to the candidates of the
newly expanded scheduled areas in the state. Approval has been given to amend
the Rajasthan Scheduled Area Subordinate, Clerical and Class IV (Recruitment
and Other Conditions of Service) Rules, 2014 in accordance with the
notification issued by the Government of India on May 19, 2018. It is to be
noted that under the notification of the Government of India, the area of scheduled
areas had increased in Banswara, Dungarpur, Pratapgarh, Udaipur, Rajsamand,
Chittorgarh, Pali and Sirohi districts of the state, due to which the
candidates of the such expanded areas could not get the benefit of reservation.
With the above approval, such candidates will now be able to get the benefit of
reservation.
The Cabinet has also
approved the proposal to give the benefit of 2 percent reservation in state
services to outstanding sportspersons of the state in 'Rajasthan Engineering
Subordinate Services (Electrical Inspectorate Branch)' and 'Rajasthan Science
and Technology (State and Subordinate)' services. The state government had
issued a notification on 21st November 2019 regarding reservation for outstanding
sportspersons in various government services.
Along with this, a proposal has been approved to include sportspersons of Rajasthan representing the state in National Games in the category of 'Outstanding Sportsperson'. This decision will boost the morale of outstanding sportspersons in the state.
The Cabinet has approved the proposal for allotment of 400.5237 hectares of land reserved for industrial purpose to M/s Wonder Cement Limited for setting up a cement plant and railway siding at Jaisalmer. A decision has been taken to allot 377.0650 hectares for the plant and 23.4587 hectares of land for railway siding and road in village Parewar (Tehsil Jaisalmer), village Sonu (Tehsil Sam) and village Leela Parewar (Tehsil Jaisalmer), respectively. The project will be set up in two phases. A total investment of Rs 4200 crore is proposed. About 1500 people will get direct or indirect employment.
The Cabinet has decided to fill the post of Hostel Superintendent Grade-II in Women's (Girls) Hostels run by Tribal Area Development Department only by women candidates. With this decision, the safety and privacy of the girls studying in these hostels will be ensured. Under the supervision of the female superintendent, the girl students who are staying away from their homes will be able to express their views with ease and sense of security among the parents will also be strengthened. In these, only women superintendents will be employed in ashram hostels, sports, college and multipurpose hostels, girls hostels of residential schools and model public residential schools. With this, women wardens can now be posted on 274 posts of superintendents approved in these hostels.
The Cabinet approved the
proposal to name the Government Industrial Training Institute at Hindoli, Bundi
after Babasaheb Dr. Bhimrao Ambedkar. Renaming of Government Industrial
Training Institute Hindoli, District Bundi to Dr. Bhimrao Ambedkar Government
Industrial Training Institute Hindoli, (Bundi) is to honour local public
sentiments and will be a true tribute to Baba Saheb. Chief Minister Shri Ashok
Gehlot during his Bundi tour on July 30, 2022, had announced the naming of the
I.T.I. after Dr. Bhimrao Ambedkar.
